A combination therapy for treating cancer including a DNA damaging agent deliverable to cancer cells and operatively arranged to activate only under a low oxygen condition and a non- thermal plasma deliverable to cancer cells. The non-thermal plasma and the DNA damaging agent individually and in conjunction promote cell toxicity.
