PROBLEM TO BE SOLVED: To make it possible to easily install a measure or to easily update a measure.SOLUTION: Concavities (20Aa, 20Ab, 20Ba, 20Bb) for accepting rising tubes are formed in joint end faces (18a, 18b) of bottom plate members (12a, 12b). The bottom plate members are joined, such that the rising tubes are held between the bottom plate members in the concavities, to form a base plate (12). When a frame body (14) is placed on the base plate (12) with tube ends of the rising tubes (102, 104) positioned on the base plate, the frame body (14) and the base plate (12), i.e., the bottom plate members (12a, 12b), are integrated into a single unit. Since the tube ends of the rising tubes are on the base plate, a measure (10) is installed with the tube ends surrounded by the frame body. |
