The drum 2 is a cylindrical container 20 into which treatment target water W streams via an inlet 211 on one terminal section 21 along a rotation shaft A positioned along a direction traversing the vertical direction and out of which the treated water is discharged via an outlet 221 on the other terminal section 22 and possesses, on the inner circumferential wall thereof, a spiral partition board 23 whose center coincides with the rotation shaft A. The treatment target water supply passage 3 supplies a phosphorus-containing effluent as the treatment target water W into the drum 2 via the inlet 211. The recovery agent supply section 4 supplies, into the drum 2 via the inlet 211, a recovery agent P for generating a phosphorus-containing recovered matter Q. The collector 5 is positioned on the outlet side of the drum 2 interior so as to retrieve the recovery agent P and recovered matter Q to the outside via the outlet 221. The treated water recovery passage 6 recovers the treated water W discharged from the outlet 221 of the drum 2.
