The surface treatment layer 20 is formed on the outer periphery 32a of the helical layer 32, and a size T1 of a step of the outer periphery 32a is reduced. Therefore, surface waviness or looseness of the hoop layer 31 formed on the outer periphery 32a is reduced. Or, the surface treatment layer 20 is formed on the outer periphery 31a of the hoop layer 31, and a size T2 of a step of the outer periphery 31a is reduced. Therefore, the size T1 of a step of the helical layer 32 formed on the outer periphery 31a can be restrained from being further enlarged. Thus, the surface waviness or looseness of the hoop layer formed on the helical layer 32 can be restrained.
