A limiting section for the number of prediction motion vector candidates 124 limits the number of candidates of the prediction motion vectors, which are registered in the prediction motion vector candidate list, to the maximum number of candidates, which corresponds to a size of the prediction block. A prediction motion vector selecting section 126 selects the prediction motion vector from the prediction motion vector candidate list. An encoding section 109 encodes information showing an index of the selected prediction motion vector in the prediction motion vector candidate list.
