PROBLEM TO BE SOLVED: To achieve a configuration capable of simplifying determination of an in-screen prediction mode, while suppressing increase in the circuit scale or computing time.SOLUTION: An in-screen prediction mode determination unit 101 inputs a motion vector, calculated for inter-frame prediction, from a compensation prediction unit 104, for each image block divided from an image frame constituting a video image, analyzes the motion vector thus input, and then selects an in-screen prediction mode applied to in-screen prediction from among a plurality of in-screen prediction modes, for each image block. |
