a selection information storage unit configured to store therein selection information including information corresponding to a type of a power generation source selected by each of a plurality of electric power consumers; a power generation amount information acquisition unit configured to acquire, as information about a power generation amount, information about an amount of electric power supplied from a plurality of power generation sources to a power transmission and distribution network; a power consumption amount information acquisition unit configured to acquire, as information about a power consumption amount, information about an amount of electric power supplied from the power transmission and distribution network to the electric power consumers; and a power generation source selection unit configured to select, as a power generation source for supplying electric power corresponding to the power consumption amount, one or more power generation sources of which the type corresponds to the selection information from among the power generation sources for each of the electric power consumers on the basis of the power generation amount.
