Provided is an insulating sheet equipped with: a first sheet; a first insulating material arranged on a principal surface of the first sheet and having a first xerogel; a second insulating material arranged away from the first insulating material on the principal surface of the first sheet and having a second xerogel; and a second sheet arranged on the principal surface of the first sheet so as to cover the first insulating material and the second insulating material. The degree of extensibility of a first area of the insulating sheet situated between the first insulating material and the second insulating material when viewed from a direction at a right angle to the principal surface is greater than the respective degrees of extensibility of the first insulating material and the second insulating material. This insulating sheet resists degradation of insulating performance.
