Embodiments of the present invention provide a method, network device, and user equipment for secondary base station handover. The method comprises: instructing, by using a network device, each candidate secondary base station in at least one candidate secondary base station to perform path handover preparation in advance, so that each candidate secondary base station in the at least one candidate secondary base station waits for user equipment to select the candidate secondary base station as a target secondary base station. The path handover preparation comprises at least one of the following: pre-allocating access resources to the user equipment, and establishing a data transmission channel between the user equipment and the network device, so that the user equipment is handed over to the target secondary base station in the at least one candidate secondary base station according to allocation information of each candidate secondary base station in the at least one secondary base station when the user equipment needs to perform path handover. Therefore, the embodiments of the present invention can resolve the problem of mobility deterioration due to excessively small coverage of a secondary base station cell in a network and frequent cell handover.
