The present invention establishes a technology for accurately monitoring and managing small aircraft that frequently fly. A small aircraft 1 is provided with: an aircraft ID storage unit 201 that stores an aircraft ID that uniquely identifies the aircraft; and a transmission control unit 211 that controls transmission of the aircraft ID. A server 3 is provided with: an acquisition unit 311 that acquires information transmitted from aircraft; an authentication unit 312 that accesses an aircraft database 321 in which an aircraft ID is stored for each of N small aircraft 1 when the acquired information includes an identifier, retrieves the aircraft ID that matches the identifier, and authenticates the aircraft as the aircraft 1 identified from the aircraft ID that matches the identifier; and a monitoring unit 313 that monitors the flight status of each of the N aircraft on the basis of the authentication result of the authentication unit 312. |
