In a system for improving neural communication impairment of a vertebrate being, configured for application of cortical stimulation, the system comprising: a) a first signal providing component configured to provide pulsed peripheral stimulation signals at a peripheral body part for inducing a pulsed peripheral stimulation signal on a neural pathway for stimulation of a neural spinal junction on said pathway of said being; b) a communication link for triggering a stimulation source for application of a pulsed cortical stimulation signal to a cortical area of the being for inducing a cortical stimulation signal on the neural pathway at the spinal junction; and c) a DC signal providing component configured to provide a constant-level direct current spinal stimulation signal to the neural spinal junction; and d) a synchronization controller component configured to control timing of the pulsed peripheral stimulation signals, the pulsed cortical stimulation signal, and the constant-level direct current spinal stimulation signal, for stimulation of the neural spinal junction by the pulsed induced peripheral stimulation signals and the pulsed induced cortical stimulation signal in the presence of the constant -level direct current spinal stimulation signal at the spinal junction.
