The present invention provides an SRS instruction sending method, SRS sending method and device, the SRS instruction sending method comprising: generating configuration information for instructing a terminal device to send an SRS on a downlink frequency band or a preset frequency band, the preset frequency band comprising a frequency band other than an occupied frequency band for uplink sending of the terminal device; and sending the configuration information to the terminal device. The present invention solves the problem of wastage of downlink pilot resource overheads and terminal feedback overheads in an FDD Massive MIMO system, decreasing downlink pilot resource overheads and the amount of terminal feedback.
