Provided is a method for reducing the load on an information processing device configured to control identification information for identifying a cell. An exemplary embodiment includes: a judgment unit configured to judge whether at least part of a coverage area of a first cell overlaps with a coverage area of a second cell; and a determination unit configured to determine whether first cell identification information for identifying the first cell is identical to second cell identification information assigned in advance to identify the second cell, based on a judgment result of the judgment unit.
