PROBLEM TO BE SOLVED: To proceed with commercial transaction processing even in an environment in which connection to a secure network such as an NGN is not allowed.SOLUTION: A settlement server includes: a determination unit that determines whether or not authentication information, which is received from a terminal device when a commodity is purchased, is information received from a network requiring line authentication; an authentication unit that authenticates a user of the terminal device by using the authentication information; a settlement unit that settles payment of a commodity purchased by a user if the received authentication information is information received from the network requiring the line authentication and the user is authenticated; and a communication unit that transmits payment settlement information, which is used for settling the payment of the commodity later, to the terminal device if it is determined that the received authentication information is not information received from the network requiring the line authentication. The settlement unit settles the payment of the commodity purchased by the user if the payment settlement information is received from the terminal device via the network requiring the line authentication. |
