PROBLEM TO BE SOLVED: To provide an image conversion device capable of creating a vector that appropriately reflecting the feature of a subject captured in an image, while suppressing the number of pixels.SOLUTION: An image conversion device (1) includes: a frequency conversion unit (11) that converts an image capturing a subject from a space area into a frequency area so as to calculate a frequency spectrum image; a band selection unit (13) that selects a frequency band representing the feature of the subject from the frequency spectrum image; and a vector creation unit (14) that creates a vector including an element identifying the selected frequency band, and an element representing a frequency spectrum within the selected frequency band.
