An optimum control system of an embodiment of the present invention includes a controlled parameter determination unit, an extreme value control parameter determination unit, and an extreme value control unit. The controlled parameter determination unit determines a controlled parameter indicating a characteristic of a process to be controlled, such determination being made on the basis of an operation amount and an evaluation amount representing an indicator pertaining to the optimization of the process to be controlled on the basis of a control amount which varies in accordance with the operation amount. The extreme value control parameter determination unit determines an extreme value control parameter on the basis of the controlled parameter determined by the controlled parameter determination unit. The extreme value control unit executes extreme value control using the extreme value control parameter determined by the extreme value control parameter determination unit.
