Disclosed are a sheet having electromagnetic wave shielding and heat dissipating functions, and a composite including same. One embodiment of the present invention provides a sheet having electromagnetic wave shielding and heat dissipating functions, the sheet comprising: an electromagnetic wave shielding layer; and a heat dissipating layer unit stacked on the electromagnetic wave shielding layer. The heat dissipating layer unit includes: a first heat dissipating layer formed by depositing a first heat dissipating material in paste form and then drying same; and a second heat dissipating layer stacked on the first heat dissipating layer and formed by depositing a second heat dissipating material in paste form having a heat conductivity different from that of the first heat dissipating material, and then drying the second heat dissipating material.
