A delivery rate selection device for selecting a delivery rate at the time of video delivery from a video delivery server to a client in a video delivery service is provided with: a user feature storage unit which stores a user feature including the presence or absence of reproduction stop tolerance of each user and the presence or absence of image quality deterioration tolerance of each user; and a delivery rate calculation means which, when receiving an inquiry about a delivery rate relating to the delivery of some video to some user, acquires the presence or absence of reproduction stop tolerance of the user and the presence or absence of image quality deterioration tolerance of the user from the user feature storage unit, selects a coding rate corresponding to a combination of the presence or absence of reproduction stop tolerance and the presence or absence of image quality deterioration tolerance from among a plurality of coding rates of the video, and returns the selected coding rate as the delivery rate to an inquiry source.
