This automatic driving system for vehicles safely switches a vehicle from an automatic driving mode to a manual driving mode. An automatic driving control unit (2) of the automatic driving system (1) comprises: a driven action determination unit (21) that determines the driven action of a vehicle in the automatic driving mode from the operating states of an acceleration system (7), a steering system (8), and a braking system (9); a driver's state determination unit (22) that determines the state of a driver from biometric information which is obtained from the image of the driver's face captured by a face image camera (28) and the body pressure of the driver and its variation detected by body pressure sensors (30a, 31a) of a driver's seat (26), and signals from pressure-sensitive sensors (32a-35a) provided to a steering wheel (34) or the like; and a driving mode switching control unit (23) that controls in stages switching to the manual driving mode on the basis of the determination results.
