A base station wherein a first setting unit uses a preset default offset to set a first narrowband in which an MTC system information block (SIB) 1 is to be arranged, wherein a second setting unit uses the default offset and a supplemental offset, which indicates a difference from the default offset, to set a second narrowband in which a signal that is not the SIB1 is to be arranged, and wherein an allocation unit (a signal allocation unit) allocates the SIB1, which includes the supplemental offset, to the first narrowband and allocates the signal that is not the SIB1 to the second narrowband.
