The present invention provides ferritic stainless steel for reformer for hydrogen production having both excellent oxidation resistance and economy without relying on addition of rare earth elements or large amounts of Ni and without suffering from abnormal oxidation in a reformed gas environment. The ferritic stainless steel for reformer for hydrogen production of the present invention has a composition containing, by mass%, at least one of Cr: 12% to 24%, C: 0.001% to 0.03%, Al: 0.002% to 4%, P: 0.05% or less, S: 0.01% or less, N: 0.03% or less, Nb: 0.01% to 1%, Si: 0.3% to 4%, and Mn: over 0.1% to 2%, having a balance of Fe and unavoidable impurities, and satisfying formula (i).
