PROBLEM TO BE SOLVED: To provide a communication device and a communication method that can avoid the congestion of data traffic in an OLT in communication between an ONU and another ONU.SOLUTION: In the invention, when communication between an ONU and another ONU is performed, an OLT duplicates inter-ONU communication traffic, and transfers the duplicated traffic to an upper-level network. Therefore, a band monitoring device or band management device situated in the upper-level network can learn the state of the inter-ONU communication, such as how much communication capacity is used and what kind of character the data traffic has. |
