A light-emitting diode apparatus, comprising: a base including an upper surface, a lower surface opposite the upper surface and a peripheral edge side surface provided between the upper surface and the lower surface and having thermal conductivity; an insulative substrate including an upper surface provided with electrodes, a lower surface opposite the upper surface and a pass-through hole provided to pass through the upper surface and the lower surface, the lower surface of the insulative substrate being attached to the upper surface of the base, and the electrodes being along opposite sides of the pass-through hole; at least one base-mounting area that is exposed part of the upper surface of the base, exposed within the pass-through hole of the substrate; a plurality of light-emitting diode elements mounted on the base-mounting area and electrically connected to the electrodes which are provided along opposite sides of the pass-through hole; and a frame disposed to surround the base-mounting area and configured to form a light-emitting area, wherein, in the plurality of light-emitting diode elements, at least two light-emitting diode elements that are extended in a line between the electrodes that are provided along opposite sides of the pass-through hole, and electrically connected in series as a unit of light-emitting diode elements in series, wherein a plurality of the units of light-emitting diode elements in series are arranged parallel with each other in a direction perpendicular to the line of the at least two light-emitting diode elements as the unit, wherein the units are electrically connected to the electrodes in parallel.
