1. An image decoding apparatus decoding a plurality of layered images, comprising:
an entropy decoder that decodes an offset in a horizontal direction and an offset in a vertical direction, indicating an unreferenced region in a case that a target layer references a reference layer; and an inter-prediction image generator that generates a prediction picture block from a reference picture, wherein the entropy decoder selects between the unreferenced region defined only by the offset in the vertical direction and the unreferenced region defined by the offsets in the vertical direction and the horizontal direction.
