This master station apparatus comprises: an optical receiver 242 that receives frames from an ONU 10-1 connected via an optical line; an upstream buffer 22 that buffers the frames; a conversion unit 25 that converts the frames read from the upstream buffer 22 to successive signals and that transmits the successive signals; and a PON control unit 21 that, when the amount of data stored in the upstream buffer 22 becomes equal to or greater than a threshold value, starts a discovery process that is a process for discovering and registering an unregistered ONU 10 and that includes a time period during which transmission from a registered ONU 10 is halted.
