[Problem] To provide a shaft-sealing device and a submersible pump with which the configuration can be made simple and the device can be made smaller, and which can be used without maintenance for a long period of time. [Solution] An evaporation chamber 40 is formed on the internal space A side of a mechanical seal 30. An intake port 71 on the mechanical seal 30 side and an exhaust port 81 on an electric motor 12 side are formed in the evaporation chamber 40, and the exhaust port 81 is communicated with outdoor air space via an exhaust passage 82 that passes through in proximity to the electric motor 12. A sealing liquid that has leaked from the mechanical seal 30 is temporarily retained in the evaporation chamber 40, heated and evaporated (made into a gas) by the waste heat of the electric motor 12 and the mechanical seal 30, and expelled from the exhaust port 81 to the outdoor air space through the exhaust passage 82. The leaked sealing liquid is thereby prevented from entering a bearing 14 or the electric motor 12.
