An electronic cigarette atomizer and an electronic cigarette. The electronic cigarette atomizer comprises an atomization cavity (4), a heating cavity (10), and an ultrasonic device (6). A heating device (9) is mounted in the heating cavity (10). The heating cavity (10), the ultrasonic device (6) and the atomization cavity (4) are arranged sequentially according to the direction in which cigarette gas flows out. A tobacco liquid is heated to a phase-change critical temperature by using the heating device (9), and then the heated tobacco liquid is atomized by using the ultrasonic device (6), and the mode has a simpler structure. The present invention has lower requirements on the tobacco liquid, has a wider application range, and is easy to be industrialized. The sizes of particles of the aerosol in the cigarette gas are more even, has a better taste, and a condensation phenomenon can be well prevented.
