PROBLEM TO BE SOLVED: To improve encoding efficiency of motion information while suppressing a processing load when performing encoding using motion information of adjacent blocks.SOLUTION: A spatial merge motion information candidate list generation unit 1000 calculates motion information of a plurality of encoded adjacent blocks spatially adjacent to a block to be encoded as motion information candidates for the block to be encoded to generate a motion information candidate list. A merge motion information candidate list deletion unit 1001 deletes, from the candidate list, a redundant motion information candidate among the motion information candidates included in the candidate list generated by the spatial merge motion information candidate list generation unit 1000. A temporal merge motion information candidate list generation unit 1002 calculates a motion information candidate for the block to be encoded using motion information of an encoded adjacent block temporally adjacent to the block to be encoded, and adds it to the candidate list processed by the merge motion information candidate list deletion unit 1001. |
