PROBLEM TO BE SOLVED: To support a user to install a controller in an appropriate place.SOLUTION: An apparatus information acquisition part 240 acquires apparatus information including identification information about each apparatus from a controller. A position setting part 241 displays a drawing showing at least the inside of a building on a display part, and displays each icon associated with each apparatus on the display part on the basis of each piece of the acquired apparatus information, and arranges each icon on the display part in response to an operation by a user. A measurement request part 242 acquires the index of radio quality about each apparatus from the controller.
