A rotation transmission device includes torque cams (40) provided between opposed surfaces of a flange (21) of a control retainer (16A) and a flange (25) of a rotary retainer (16B) and configured to convert an axial movement of the control retainer (16A) to relative rotational motion between the two retainers (16A and 16B). All of the torque cams (40) are circumferentially offset from all of the pillars (22) of the control retainer (16A) and all of the pillars (26) of the rotary retainer (16B), and a pair of cam grooves (41 and 42) forming each torque cam (40) are heat-treated only at their areas that are brought into contact with a ball (43) of the torque cam (40), to increase the hardness of these areas, thus improving the durability of the retainers (16A and 16B).
