Provided are a device for recovering and a method for recovering carbon dioxide that can have reduced operating costs, and have a reduced energy required for renewing an absorbing solution. The absorbing device and renewing device of the recovery device are configured in at least two stages; gas is routed through the first absorbing section of the absorbing device and then is supplied to a second absorbing section; the first renewing section of the renewing device has an external heating means; and the second renewing section is heated by means of heat from the gas released from the first renewing section. The recovered gas discharged from the renewing device is compressed by a compressor, the heat from the recovered gas is recovered by a heat recovery system and supplied to the renewing device, and condensed water from the recovered gas is separated by a liquid-gas separator. A circulation system for the absorbing solution has a first circulation system, which circulates between the first absorbing section and the second renewing section, and a second circulation system, which circulates between the second absorbing section and the first renewing section, and the water from the liquid-gas separator is supplied to the absorbing solution recycling from the first renewing section to the second absorbing section. |
