Disclosed are a congestion control method and a network node, which relate to the technical field of communications and are used to solve the existing problem of the waste of network resources and a reduced network utilization rate. The congestion control method provided in the present embodiment comprises: step a: a first network node acquiring a current queue cache state of each of N second network nodes; step b: the first network node composing a state vector using the current queue cache states of the N second network nodes and a current queue cache state of the first network node; step c: the first network node updating the current queue cache state of the first network node according to the state vector and a coupling vector; and repeating steps a-c until the absolute values of the differences between the queue cache states of the N second network nodes and the first network node are all less than or equal to a pre-set threshold.
