An antifouling composition which comprises a tetrafunctional silane-based compound having a specific structure as component (A), trifunctional silane-based compounds respectively having different specific structures as component (B) and component (C), and a metal catalyst as component (D) and which satisfies requirement (I): the ratio of the molar amount of component (A) to the molar amount of component (B), (A)/(B) (by mole), is 1.4 or higher and requirement (II): the ratio of the molar amount of component (B) to the total molar amount of component (B) and component (C), (B)/{(B)+(C)} (by mole), is 0.020 or higher; an antifouling sheet including an antifouling layer formed from the antifouling composition; and a process for producing the antifouling sheet.
