A resin substrate (101) comprises: a base part (1) that has a main surface (1u) and includes one first resin sheet (21) having a thermoplastic resin as a main material or a laminate of two or more first resin sheets (21) having a thermoplastic resin as a main material; and an electrode (8a) serving as a first connection conductor and an electrode (8b) serving as a second connection conductor, the electrodes being formed so as to be separated from each other on the main surface (1u) of the base part (1). The base part (1) has a second resin sheet (22) which is formed of the same material as the first resin sheet (21) and which is disposed at any position on the surface of or inside the base part (1), and as a result has a protruding part (5), on the main surface (1u), that separates the electrode (8a) serving as the first connection conductor and the electrode (8b) serving as the second connection conductor from each other.
