Provided is a composite magnetic body which contains a metallic soft magnetic flat particle powder at a quantity of 35-55 vol.%, wherein the composite magnetic body is characterized by further containing a phosphazene compound, a binder resin and a phosphorus-free auxiliary flame retardant so that formula (1) and formula (2) are satisfied. The composite magnetic body can impart high flame retardancy without losing performance such as magnetic permeability. 0.17 ≤ P/B ≤ 0.21 (1) 0.89 ≤ (PN+RA)/B ≤ 2.71 (2) (In the formulae, PN denotes the mass percentage of the phosphazene compound in the composite magnetic body, RA denotes the mass percentage of the auxiliary flame retardant in the composite magnetic body, B denotes the mass percentage of the binder resin in the composite magnetic body, and P denotes the mass percentage of phosphorus in the composite magnetic body.)
