Provided is an image forming apparatus that converts a manuscript into an electronic file except for a blank page. A blank paper elimination processing part reads a manuscript, determines whether or not a blank paper for each page, and converts the manuscript into an electronic file except for a blank paper determining page determined to be a blank paper. An insertion page receiving part receives designation of the page inserted in the electronic file when there is restoration instruction for the blank paper determining page. Blank paper restoration processing part, when the page received by the insertion page receiving part is the blank paper determining page, as corresponded to the page number of the manuscript of the received page, the manuscript of the received page is converted into electronic file form and inserts between the pages of the electronic file. |
