An electroluminescent device (1) includes a light scattering layer (11). The light scattering layer (11) contains a binder (11a) provided on a side of a transparent substrate (10) and a plurality of light scattering particles (11b) bonded by the binder (11a) and provided on a side of a smooth layer (12). The plurality of light scattering particles (11b) are bonded by the binder (11a) such that a projected two-dimensional area (S1) when the light scattering particles (11b) are viewed in a direction (PL) of a surface normal to a main surface of a light emitting layer (14) is greater than a whole-circumference average area (S2) when the light scattering particles (11b) are viewed in a direction orthogonal to the direction (PL) of the surface normal to the main surface of the light emitting layer (14). |
