The purpose of the present invention is to provide an oil-in-water-type emulsified cosmetic that can be produced easily without using a bead mill or other powerful wet disperser and can be prepared even in a silicone-free system. The present invention pertains to an oil-in-water-type emulsified cosmetic characterized by containing a water phase, an oil phase dispersed in the water phase, and a powder dispersed in the oil phase, and further characterized in that: the oil phase contains 40 mass% or more of (a) a volatile hydrocarbon oil and (b) a nonvolatile hydrocarbon oil with respect to the total oil component, the mixture ratio of the (a) volatile hydrocarbon oil and (b) nonvolatile hydrocarbon oil {(b)/(a)} being within the range of 0-2.5; and the powder includes a powder that has been subjected to surface hydrophobization treatment through a metal soap treatment comprising a higher fatty acid and a divalent metal or through combined treatment by a higher fatty acid and a divalent metal hydroxide.
