The present disclosure relates to fragments of 3 'UTRs that comprise an HuR binding site and that promote surface localization of proteins, even proteins not normally substantially localized on a cell surface. Also disclosed are vectors incorporating such fragments and methods for increasing localization of a polypeptide on the surface of a cell.
