Provided are a film having heat sealability, a packaging bag obtained from the film, and a method for imparting heat sealability to a film. The film according to the present invention is constituted of a biaxially stretched polyester layer alone or a laminate including a biaxially stretched polyester layer as a surface layer, the biaxially stretched polyester layer comprising a non-sealable part not having heat sealability and a sealable part which has been irradiated with laser light, has a lower degree of crystallinity than the non-sealable part, and has heat sealability.
