[Problem] To enable the delivery of packages between a deliverer and a receiver who are in motion, and to enable the true deliverer and receiver to be easily confirmed. [Solution] A near-field communication unit 302 receives biological information acquired by an authentication device 400. Before transmitting the biological information to a management server 100, a transmission/reception unit 301 transmits a terminal certificate, i.e. an electronic certificate corresponding to a portable terminal device 200. A certificate authentication unit 103 authenticates the terminal certificate, and, if it is determined that an information terminal device 300 is authenticated by authentication results, the transmission/reception unit 301 transmits the biological information. A biological information verification unit 104 determines whether the biological information matches previously stored biological information. If it is determined that the biological information does not match, a certificate generation unit 102 generates a user certificate, i.e. an electronic certificate corresponding to the user of the information terminal device 300, and a transmission/reception unit 101 transmits the user certificate to the information terminal device 300. |
