Provided is technology for improving the detection accuracy of unauthorized messages. A communication unit transmits/receives a message on a CAN bus. An acquisition unit acquires state information relating to the state of an object in which the CAN bus is provided. An estimation unit estimates the state of the object on the basis of the acquired state information. A setting unit sets a filtering rule on the basis of the estimated state. A filter unit subjects the message to filtering processing in accordance with the set filtering rule.
