PROBLEM TO BE SOLVED: To make it possible to appropriately perform supply and demand adjustment in the case that supply and/or demand of power may quantitatively and temporally deviate from a prediction value.SOLUTION: Potential calculation means calculates an excess possibility time zone and excess possibility electric energy on the basis of prediction considering possible variation in a consumption time zone and electric power consumption about power supply and power demand. Reservation means reserves, for adjustment, adjustable business whose amount is required for adjusting the excess possibility electric power in the excess possibility time zone. Power tightness detection means determines whether or not power tightness in which relation between power supply and power demand satisfies a predetermined tightness condition occurs. When it is determined that power tightness is to occur, adjustment plan establishment means establishes a plan for adjusting at least one of a consumption time zone and electric power consumption of the adjustable business reserved for the excess possibility time zone. |
