A system comprising: circuitry configured to acquire first information indicating an amount of a hardware resource of a server used by a first virtual machine executed in an idle state on the server;determine, from the acquired first information, a threshold value corresponding to the amount of the hardware resource used by a virtual machine executed in the idle state on the server;acquire second information indicating an amount of the hardware resource used by a second virtual machine executed on the server; anddetermine whether the second virtual machine is in the idle state based on comparison between the acquired second information and the threshold value, wherein a plurality of virtual machines are executed on the server, the plurality of virtual machines operate a plurality of types of operating systems, and the circuitry is configured to cause the server to execute the first virtual machine in the idle state for each of the types of the operating systems;acquire the first information with regard to the first virtual machine for each of the types of the operating systems; anddetermine the threshold value corresponding to each of the types of the operating systems based on the acquired first information corresponding to each of the types of the operating systems.
