Provided are an image processing device and the like which allow an image with less need of diagnosis to be distinguished from among images taken by an endoscope and allow an efficient aid in the diagnosis to be performed. An image processing device 4 includes: an action assessing unit 110 which assesses the action of an operator of the endoscope at the time of imaging on the basis of an image taken by the endoscope inserted inside a subject; an image determination unit 120 which determines an image to be detected which is an object to be detected of a specific region on the basis of the assessment result by the action assessing unit 110; and a detection unit 130 which detects the specific region from the image to be detected.
