The invention relates to a device for storing thermal energy by a phase-change material, which includes: a storage enclosure (1) including modules (5) for retaining at least one PCM (10), and means for circulating a heat-transfer fluid (4) in the enclosure (1) configured to intake, outlet and circulate the heat-transfer fluid (4) in the enclosure (1) and around the modules (5), characterised in that each module (5) includes at least one opening (13) in the upper portion (6) thereof. The field of the invention relates to thermal storage systems (TSS) using phase-change materials (PCM); and specifically to the integration of a system that makes it possible to optimise the availability of the stored thermal energy. The invention can be used in urban or rural electricity and heating networks.
