setting, by the upper network apparatus, to a predetermined cell managed by the radio base station, an MBSFN (Multimedia Broadcast Multicast service Single Frequency Network) area where synchronization is achieved between a plurality of cells; notifying, by the upper network apparatus, to the radio base station, a radio resource that is common in the MBSFN area, and that is used for performing the device-to-device communication; and broadcasting, by the radio base station, the radio resource in the predetermined cell. |
