The purpose of the present invention is to alleviate interruptions of services which were running stably, owing to healing or scaling when providing virtualized network function (VNF). Provided is a virtualization infrastructure management device, comprising: a virtual machine (VM) monitoring unit which acquires a usage situation of resources of virtual machines which are running with shared physical resources upon a first network function virtualization infrastructure (NFVI), and manages said usage situations as statistical information; and a VM movement control unit which, if an event has occurred in which the virtual machines which are running upon the first network function virtualization infrastructure are moved to a second network function virtualization infrastructure, selects, on the basis of the statistical information, one or more of the virtual machines from among the virtual machines which are running with the shared physical resources, and moves the selected virtual machines from the first network function virtualization infrastructure to the second network function virtualization infrastructure.
