Embodiments of the present invention disclose a heat exchanger and a cabinet. The heat exchanger includes that: when an actual control temperature is higher than a target temperature, a first valve is opened so that a compressor is in a working state, to implement enhanced heat dissipation; and when an actual control temperature is lower than a second target temperature, the first valve is closed so that the compressor is in a non-working state, and at this time, a heat pipe heat exchanger is still in a working state and also achieves desired heat dissipation capability. Therefore, with the technical solutions of the embodiments of the present invention, hierarchical heat dissipation can be implemented to meet heat dissipation requirements of different intensities, and in the condition that the heat dissipation capability is ensured, the compressor is turned off, which may reduce the working time of the compressor, thereby reducing power consumption to save energy, and reducing consumption of the compressor to prolong the service life of the heat exchanger. |
