PROBLEM TO BE SOLVED: To process a request on a call between user terminals 3, considering a load of a call processing control server 1 in starting up.SOLUTION: A call processing control server 1 comprises: regulation determination means 122 that refers to threshold data 113, and regulates a request on a call when a processing amount of calls in unit time exceeds a threshold; request processing means 123 that refers to data acquired from a cooperation server 2 and processes a request on a call, when regulation is not performed by the regulation determination means 122; and threshold setting means 121 that sets the threshold depending on whether or not the call processing control server 1 is during start-up. |
